HENDERSON, Nev. - In America's ultimate boomtown, the signs of economic trouble literally show up in the streets, with "for sale" sign after "for sale" sign stuck in the front yards of homeowners who lost their houses because they couldn't afford to pay their mortgages. Las Vegas, a national symbol of growth and opportunity, now suffers the highest foreclosure rate in the country. Nearby Henderson - full of gated communities as well as moderately priced housing - now has more than 300 properties in foreclosure or preforeclosure and some streets have as many as six houses in the process of being sold because the owners couldn't keep up the payments. The subprime mortgage crisis, which has led many thousands of homeowners to lose their houses and caused trouble in the financial markets, is becoming a campaign issue as well as the housing debacle hits key battleground states in the presidential campaign.

The Federal Home Loan Bank has set an excellent example for how the financial services industry can assist struggling communities, whose residents may not be able to afford traditional home loan products, to rehabilitate and improve their housing stock, said U.S. Rep. Brian Higgins, D-South Buffalo. In addition to building safer homes and stronger neighborhoods, this grant supports jobs for the local contractors who work on the projects. Through the Chautauqua Homeownership Program VI, Chautauqua Opportunities Inc. and its sponsoring institution, HSBC Bank, will provide homeownership opportunities to 60 low-income families in Chautauqua County. The project will target families in need of single-family homes. Chautauqua Opportunities will screen families for eligibility, address credit problems, provide training in the responsibilities of homeownership and provide follow-up counseling to prevent default or foreclosure.
